El Planeamiento para el diseño, construcción y puesta en marcha del Tanque de GNL de la Terminal de Palos de la Frontera (Huelva) se ha basado en un sistema de contratación llave en mano a un solo contratista que adquiera la responsabilidad completa con precio y plazo fijo. Para desarrollar este sistema de contratación la Empresa Nacional del Gas, S. A. (ENAGAS) encarga la redacción de las especificaciones técnicas que deben servir de base para este singular proyecto a la ingeniería americana KELLOGG y establece contacto, por una parte, con las principales Empresas del mundo especializadas en almacenamiento criogénico y, por otra, con las empresas constructoras españolas más importantes, de forma que entre un grupo y otro establezcan las agrupaciones adecuadas para poder ofertar en la licitación que de forma inmediata va a convocar.
