This is a reproduction of the lecture held by the author at the 11 National Congress of Quality in Barcelona, Spain, which gives account of concepts, projects, works and plans for the future, and information is given on completed works and the philosophy of a Working Group CIETSID, with the participation of Instituto Eduardo Torroja, CENIM, AECC, of the official organisations, professional colleges, UNESID and manufacturers.
