Quality norms in building installations

This paper is the text of the conference given by the author at the Environment Contest-73, held in Bilbao and which coincided with the first «National Congress of Installation Suppliers». In the first part a few brief considerations are given regarding the necessity of attaining a minimum quality of the installations, pointing out their importance for the comfort in the buildings. Thereafter, the functional requirements that the installations have to comply with are determined, and their order of priority and a summary of the contents of a group of reports are presented regarding installations in buildings prepared by the Institute Eduardo Torroja on the request of the Ministry of Housing. These reports are to be the basis of a set of Technical Norms that this Ministry is now publishing.
