Después de sucesivas deliberaciones sobre la adaptación de los locales permanentes de la feria suiza —Comptoir Suisse—, a fines más prácticos y continuos en el tiempo se decidió adoptar como solución el crear en el centro del conjunto un teatro —el teatro de Beaulieu—, respecto al cual debían de armonizarse todos los demás locales.
