El edificio, construido en colaboración por los arquitectos e ingenieros Emilio y Claudio Decker, Giancarlo Nale y Domenico Virgili, está edificado sobre un solar de unos 3.300 m2, con la fachada principal a la calle Lungotevere Arnaldo da Brescia, entre las Vías Mancini y Scialoja, y paralelo a la arteria de mayor tráfico. En su planteamiento se han previsto las más óptimas posibilidades de estacionamiento de automóviles, factor de suma importancia para el mejor servicio de las oficinas.
