Abstract


The aim of this work is to give an overall view of one of the channels employed for solving the problem of housing. Cuba, a developing country, is bound up, along with other tasks, in finding a solution to the existing shortage of housing amounting to the sum of 700,000 — the product of an inherited situation and of the increase which has occurred in recent years. In this work an explanation is provided of how the Cuban State is using all the power it can muster to solve this problem and how, besides putting up housing using its own means, that is to say, with State brigades, it organizes methods and resources and makes them viable so that the people may also exert their own effort in a flexible way and contribute to increasing the number of houses completed each year. The plan of «modulated sale of materials to the population», which is the object of this work, is only one of the methods being developed for making more rapid progress towards solving the problems of housing. The results are still sparse, as the plan is in its early stages, but the perspectives are numerous, due to its acceptance by the population and its own dynamic nature.
