The article includes the author's intervention in the «First European Discussion on Quality Control in Construction», and in it characteristics are discussed which the owner of a construction usually combines (wheter it is an individual, company, real estate group or the Public Administration), of his rights and duties, tending to achieve Quality Control on all levels, in order to obtain optimum results. At the end, there is also an expressive table of the whole Quality Control process.
