The architects of this public college won the first prize in a competition for its design. It constitutes a part of the restructuration of the entire university of Reading with a tendency to group its buildings more rationally, as previously they were rather spread out. It consists of a longitudinal block of four and five storeys with a spacious porch in front. On the ground floor and on the first floor are the administration, a pond and the printing section; on the second and third are the reading rooms and classrooms and on the fourth are the conference halls and the sitting rooms. The structure is of reinforced concrete with curtain walls of prefabricated, granulated looking slabs and with joinery of aluminium. On the inside as well as on the outside the concrete is fairfaced or covered by a thin layer of paint.
