Abstract


This article discusses an environmental impact assessment conducted on a clinker grinding mill and cement plant under development by Terrafield, S.A., in the municipal district of Villasequilla (Toledo).

The comparative scenarios approach was chosen as the most suitable methodology for the identification and evaluation of environmental impact in this study. The reference scenario for the comparison was a cement plant presently in operation at La Parrilla (Valladolid), whose technical characteristics are similar to the characteristics of the proposed facility. The data gathered on noise levels and air pollutant emission and immission were supplemented by direct observation of a number of other parameters.

Direct comparison not only renders impact identification and evaluation simpler and more objective, but can be used to establish highly effective preventive and corrective measures to ensure that protected areas and the environmental elements of greatest significance are not impacted in any way whatsoever.
