This building, in horizontal projection, has the form two Y's, joined at the base. It contains the offices of the above Department. It includes a large cafeteria, catering for three to four thousand employees, another smaller one, a library, offices, parking facilities and other services. It has been designed on a modular unit. Its external enclosure consists of prefabricated concrete units, each weighing 12 tons. The partitions are transportable, so that they can be easily relocated in accord with changing requirements, and thus giving the building a large measure of functional adaptability.
