The project consists of three blocks, as follows: — The lower one storey block, containing the Council Hall; — The tall block, of 10 storeys, resting on vertical ground floor supports; — A 5 storey high block, housing the Post Office, as well as a number of dwellings. The tallest block has the offices, which are arranged round a U shaped central nucleus. It also contains high school classrooms, exhibition halls, and other smaller facilities. The lowest block, in addition to the Council Hall, provides room for the files, archives, and the reception rooms. The relative harmony of the blocks has been carefully studied, as well as the general functionality of the whole project, and its external appearance. Contemporary works of art have been aptly integrated within the overall architecture of the total building.
