Anyone studying professional journals, books on prefabrication, designs for industrialized housing or the press dealing with the industrialization of housing construction in Bilbao will find a situation that had very little in common with what was being advocated by official institutions.
The enormous uncertainty surrounding housing construction was the result of a lack of both institutional criteria and an effective policy able to provide for a development al process in keeping with contemporary needs.
The adaptation to new technologies and materials appearing on the market was only the most visible aspect of a reality calling for profound change.
