This building has two components: a major and a secondary one. The former has three storeys, of which the ground floor is taken up with a dining hall for 300 people, the second includes the great hall, and a tea room, and the third has a large vestibule, a council chamber, and rooms for lectures, seminars and other activities. The secondary component houses the offices and other services of the pavilion. The construction materials are mainly untreated concrete and glazing.
