Esta importante obra, tanto por su significado técnico-arquitectónico como por su propio carácter económico, fue iniciada el 29 de abril de 1959, ya bajo el Gobierno constitucional del Presidente Betancourt, y terminada recientemente. Su inauguración oficial ha sido el 24 de agosto de 1962.
