La necesidad imperiosa de agrupar todo el sistema administrativo de una potente empresa como la Shell, ha aconsejado la construcción de un edificio especialmente dedicado a esta función. Por regla general, esta firma prefiere alquilar los edificios; en este caso, ha sido así también, aunque se ha edificado exclusivamente con este fin y dedicado especialmente a la Shell, la cual ocupa trece de sus dieciséis plantas.
