Tres extremos o premisas fundamentales había que tener en cuenta al proyectar este edificio —su emplazamiento, la ciudad en que iba a construirse y los factores históricos que la rodean—, los cuales han de ser estudiados con esmero al proyectar un edificio cualquiera y deben ser punto de partida para conformar su fisonomía, textura y volumetría, pero todos ellos se acusan más pronunciadamente en el caso de un edificio oficial y en el de una ciudad tradicionalmente sede del Gobierno holandés.
