El edificio está emplazado en una gran parcela, próxima a la Villa Carpetana y junto al cruce de la carretera Estatal número 1 (Aurelia) con la de Circunvalación Aurelia. Las imposiciones urbanísticas de la zona —que se encuentra fuera del plano regulador— limitan la superficie cubierta a 1/6 de la total, altura máxima de cuatro plantas y ático, y retranqueo mínimo de 6 m respecto de las lindes. Por su parte, la propiedad imponía las condiciones siguientes: alrededor de 50 despachos para albergar a 100 personas, entre dirigentes, empleados y 7 religiosos asistentes; gran salón de conferencias y reuniones, con vestíbulo, capaz para 200 asientos; capilla para más de 200 fieles, con un mínimo de 6 altares; servicios varios, tales como: biblioteca, archivos, sala de proyección, garaje, vivienda del vigilante, almacenes, vestuarios, etc., etc.
